EU VAT Refund Guide 2026: How Tourists Reclaim Tax
If you live outside the EU and shop while visiting, you generally do not have to pay EU VAT on goods you take home with you. The mechanism is called tax-free shopping or a VAT refund: you pay VAT at checkout like any local customer, then reclaim it when you leave the EU’s customs territory. The rules are EU-wide in structure but each of the 27 member states sets its own minimum purchase amount, export validation system, and refund operators — so the practical steps differ by country.

Who Qualifies, Everywhere in the EU
Section titled “Who Qualifies, Everywhere in the EU”The eligibility rules are set at EU level and apply the same way in all 27 member states:
- You must be resident outside the EU/EEA. Your normal home address — not your nationality — determines eligibility. An EU citizen who lives permanently outside the EU can qualify; a non-EU citizen who lives in the EU cannot.
- You must export the goods, unused, within 3 months of the end of the month of purchase.
- You must actually leave EU customs territory — not just cross into a neighboring EU country. Flying from France to Germany does not trigger an exit; flying from France to the US does.
- The goods must be for personal use, carried in your luggage. Refunds do not apply to most services (hotels, restaurants, car rental) — only to physical goods you take with you.
- You need a valid tax-free form issued by the retailer at the time of purchase, along with the original receipt.
The Three Steps, Everywhere
Section titled “The Three Steps, Everywhere”- Shop and request a tax-free form — tell the retailer before you pay that you want to claim a VAT refund, and show your passport. They issue a form (paper or digital) linked to a refund operator such as Global Blue, Planet, or Premier Tax Free.
- Validate the export at customs — before or at your final EU departure point, get the form validated. Some countries use digital self-service kiosks (France’s PABLO, Italy’s OTELLO, Spain’s DIVA); others still use a manual customs stamp.
- Claim your refund — cash at an airport refund desk (instant, but with a higher commission), or a refund to your card (lower commission, takes 1–3 weeks, sometimes longer if you mail a paper form).
Why Your Refund Is Less Than the Full VAT Rate

A 20% VAT rate rarely translates to a 20% refund — after commission, the net refund is commonly somewhere in the 10–17% range of the purchase price, and cash refunds usually carry a higher fee than card refunds.
